This is how simulation mode was broken from the very beginning until recently (EPICS 7). ;-)
As 'I/O Intr' scanned records get scanned when the Device Support triggers them, and simulation mode - by definition - means that there is no Device Support, you have to configure the field SSCN (Simulation Scan) to have 'I/O Intr' records scanned using another mechanism in simulation mode.
