In short, you can mostly ignore the CARepeater.

Without the CARepeater, you can connect just fine to running IOCs and get data.
It's only about channels that cannot connect because some IOC is offine, and the IOC has been offline for a long time, and now the IOC starts up. In that case, the CARepeater will help the client to connect quickly. Without the CARepeater, the client might take a long time to connect to that newly started IOC.
