I wanted to thank you for your suggestions. Both came in handy.

Using Wireshark and tcpdump I was able to see several TCP Acknowledgements and TCP Retransmissions from the power meter. After five retransmissions the telnet connection would close. I contacted Mini-Circuits with this information and they were very accommodating. They developed new firmware which includes improvements to the device's networking and better error handling during interrupted communication. The firmware version can be downloaded here: http://yoni-il.minicircuits.com/download/PWR_8P_RC_Firm_A3.zip I also had to increase my ASYN/StreamDevice timeout to 2 seconds to avoid timing out on the EPICS side.

I would suggest asking the manufacturer of the power meter how the meter
behaves when a client disconnects suddenly.

I've seen a problem like this in the past with a piezo controller that
would only connect to an EPICS IOC once for each power-cycle.  The
solution was a firmware upgrade that sent TCP keepalive packets and
terminated the connection after a TCP keepalive timeout.
