Well spotted, and true.

It's not about that specific piece of code. (Or any other specific piece. Hey! It would also be nice to have asyn, autoSaveRestore, StreamDevice, areaDetector, ..., ..., ... in Base to use it out-of-the-box.)

Including something in Base means taking over responsibility for testing, maintenance, quality control, documentation, ... and there is simply not enough man power in the group of Core Developers to support that.
