What does
ls -l /dev/ttyS*
show?
Perhaps this is just a permission issue?

We were using Glassman's HVPS with RS-232 serial port connection diretcly on CentOS 7.4 on MOXA DA-682A. And I updated CentOS to 7.9. after that MOXA PC started to not recognizing RS-232 serial connection. So, we are using High Voltage PS with TCP/IP converter  for temporary reason.

I'm getting same error in here at tech-talk discussion:
