A few days ago, we were trying to use RHEL-8 as an NFSv2 server for our RTEMS-4.9 VME systems. And we made it. Here is the trick: both vers2 and udp have to be specified explicitly, i.e.  in /etc/nfs.config: 
    [nfsd]
    vers2=y
    udp=y
