The procedure entry point _/ZNSt7/__cxx1118basic_stringstreamlcSt11char_traitslcEsalcEEC1Ev could not be located in the dynamic link library C:\msys64\home\Eloise\base-7.0.7\bin\windows-x64-mingw\pvData.dll”

I don't use mingw (or windows) often, so I can't say for certain.
I suspect some kind of inconsistent/incomplete build.

Maybe your %PATH% includes older versions of pvlist and/or pvData.dll?

You could try running with a minimal %PATH% ?
