Nevermind, I got it:

clone the wiki, https://github.com/epics-base/pvAccessCPP.wiki.git, then add images to it, then reference them from the page.

The drag/drop idea doesn't work for the wiki editor.
There is a hack to not quite create a ticket just to drag an image in, which places it in something like https://user-images.githubusercontent.com/5516900/28625071-70c1dbee-721b-11e7-8154-0dab00e37583.png

But I prefer to keep the text and images together, so that way they're both in https://github.com/epics-base/pvAccessCPP.wiki.git.
Only downside is that you can edit the text on the github web page, while adding an image means clone/add/commit/push by hand.
