We should probably add

-include $(CONFIG)/CONFIG_SITE_ENV.local

at the end of configure/CONFIG_SITE_ENV but that’s not the only change needed. In modules/libcom/src/env the RULES file would need that adding to the dependencies, and we need to think about the equivalent target-specific files that bldEnvData.pl also pulls in when they exist whose names don’t currently end in .local (there should probably be comments in the main CONFIG_SITE_ENV file mentioning them as well; they are described in the Release Notes).
