I am not sure, if this is completely related to that, but I see a connection.

This test now was done with EPICS7, but I can verify this tomorrow with EPICS3.16 as well:
I am using the sequencer on another part (not the state), here an excerpt:

>   state check {
>     when(pv_mem < 2) {
>     } state check_valid
>     when(pv_rate != 0) {
>     } state check
>     when(pv_rate == 0 && delay(Waittime)) {
>     } state check_failed
>   }

The idea is to stay in this state until pv_rate is 0 AND some delay. But the delay shall only start, when the rate is already 0. Therefore, I go into the same state to reset the timer. The -t option is not set!

The result is that as long as pv_rate is not 0, the IOC uses 100% cpu up to the point where the PV are getting disconnected. After pv_rate gets 0, it continues working.

With EPICS3.14 this was working fine.
This test was done with sequencer 2.2.4.
