You are correct. However, I should add that the CA client library
will be thread safe on all operating systems in release 3.14. I 
also intend to spawn auxiliary threads on all operating systems so 
that CA background activity will proceed independently of client 
tool specific activity, and the file descriptor registration API 
will be still supported but no-longer necessary (because of the 
auxiliary threads).
