The 'data'command print the correct time.along with the timezone I assume?... (ie. could say 9pm when it's 9pm, but the timezone could still be set incorrectly). I had the same problem when I was running an older version of the ChannelArchiver built against epics 3.13.4. Had to manually account for that before doing any queries - thought this was a feature. Updated to ChannelArchiver 1.10.2, built it against epics 3.13.10, and the problem disappeared. You should also make sure that the file base/src/libCom/tsSubr.c has the DST values properly defined for your timezone. Unless you live in Hawaii (EPICS_TS_MIN_WEST=600) where DST is disabled by default you may see weird 1h/2h offsets if this is not done correctly.
