Unfortunately, yes. I would actually prefer to release the exact same
package from "test" to "production" but doing so makes ensuring binary
compatibility on the "production" side challenging (e.g. if a package
has been built against a different version of a library than the one
available in the production environment). For now we are going the cheap
route of rebuilding everything. This technically comes at the risk of
failing "production" builds while the "test" build did succeeded - AFAIK
we didn't run into problems like that*, though.

*Every now and then we have issues with some additional quality checks
we run on the binary packages [1] but that's a different story. We
recently upgraded to a newer version of piuparts and that improved the
situation significantly :-)
