Indeed, I have implemented this feature about a year ago, though it
turned out that actual channel filters were unsuitable for the job, so I
renamed it to 'address modifiers'. The merge request is at
https://code.launchpad.net/~bfrk/epics-base/+git/epics-base/+merge/381628

Initial reactions were positive and the reviews pointed out aspects that
could be improved, which I did. However, I was distracted then with
other things and failed to push for a merge; as a result the branch
became neglected and has now bit-rotted. I'll have to find the time to
rebase everything and resolve all the conflicts and then fix the bugs
that will certainly be introduced along the way.
