In fact, it seems more sensible that the file would be in /home/pi/Apps/epics/helloWorldIOC/helloWorldIOCApp/Db/arduino.proto, but I am not sure that is where it trying to find it. It would be best to change

epicsEnvSet(STREAM_PROTOCOL_PATH,"helloWorldIOCApp/Db")

to use an absolute path so you can be sure where it will try to find it, e.g.

epicsEnvSet(STREAM_PROTOCOL_PATH,"/home/pi/Apps/epics/helloWorldIOC/helloWorldIOCApp/Db")
