I suspect the key to resolving this is to understand that by default the VxWorks bootrom uses FTP, not TFTP, to download the OS image and st.cmd file. You can set a value in the flags boot parameter to tell it to use TFTP, but you’ll have to look at the output from the bootrom’s ‘?’ command to see what bit needs to be set.

The ETIMEDOUT is because you presumably don’t have an FTP server running.

Background:
The file name is usually relative to the root of the download area of the tftp server (probably set as TFTP_DIRECTORY in the server configuration). On the server, the file should really be located below that directory (soft links on the server pointing outside the tftp area won't work).
