I am very sorry. The Security-README has an error at this point.
The correct iocShell command is "opcuaClientCertificate" - I have just fixed the readme on GitHub.

Tip: You can always use the "help" command in the iocShell to see the available commands or get usage information.

epics> help opcuaClientCertificate 

Usage: opcuaClientCertificate 'certificate (public key) file' 'private key file' 

Sets up the OPC UA client certificates to use for the IOC client.
certificate file  path to the file containing the certificate (public key)
private key file  path to the file containing the private key
