In 3.14.12.3 the catools products are built on all OSs except for vxWorks, 
RTEMS and iOS (because those OSs don't support stand-alone executables).  You 
fixed the wrong thing, and you're probably compiling more stuff than you need 
to on those cross-build architectures.

That's the main problem on Windows, which is why cap5 can't usually be built 
there — mixing the Perl and EPICS build systems is fragile.  In 3.14.12.3 
Windows doesn't try to run podchecker any more either.

Yes, I want to be able to use it in self-tests, so we can write regression 
tests for record types and soft device support.
